Document reads "City of Springfield, Ohio/ A RESOLUTION NO. 4394/ Extending an invitation to the City of Berwick, Australia to become a/ sister city to The City of Springfield, Ohio; inviting the citizens of/ Berwick, Australia to participate in said Sister City Program; and/ declaring an emergency./ ...oooOOOooo.../ WHEREAS, the Sister City concept was inaugurated by the President of/ the United States in 1956 to establish greater friendship and understanding/ between the people of the United States and other nations through the/ medium of direct personal contact; and/ WHEREAS, all succeeding United States Presidents have endorsed said/ program to be conducted for the broad purposes of the exchange of ideas and/ people between the citizens of the United States of America and the/ citizens of other nations; and/ WHEREAS, to implement this program, Springfield, Ohio, and other/ communities in the United States have bene requested by Sister Cities/ International to affiliate with cities in other nations of similar/ characteristics and mutual interests; and/ WHEREAS The City of Springfield, Ohio, through its City Commission, recognizes and endorses this program with the hope that it will lead to a/ lasting friendship between the citizens of Springfield and Berwick,/ Australia; and/ WHEREAS, it is the determination of the Commission that said Sister/ City Program should be initiated at the earliest possible moment, which/ fact together with the necessity of providing for the immediate/ preservation of the public peace, health and safety, cause an emergency to/ exist which requires that this Resolution take effect and be in force from/ and after the time hereinafter specified: NOW, THEREFORE:/ BE IT RESOLVED by the City Commission of The City of Springfield,/ Ohio, at least four of its members concurring:/ Section 1. That this Commission hereby invites the City of Berwick,/ Australia to become a sister city to The City of Springfield, Ohio, and invites the citizens of Berwick, Australia to participate in said Sister/ City Program./ Section 2. That the Mayor is hereby authorized to act as the official/ representative of Springfield, Ohio, in carrying out this program./ Section 3. That the Clerk of this Commission is hereby directed to/ send copies of this Resolution to the Mayor and Council of Berwick,/ Australia, Sister Cities International in Washington, D.C., the Embassy of/ Australia, and the United States Embassy in Australia./ Section 4.
